    A Bill to amend Article 31, Chapter 5, Title 56, Code of Laws of South Carolina, 1976, relating to traffic rules by adding Section 56-5-3885 so as to make it unlawful for a person to operate a motor vehicle in this State which has affixed to it an obscene bumper sticker and to provide penalties for violation, including a provision that a violation constitutes a four-point violation for purposes of Section 56-1-720.
