    A Bill to amend Title 59, Code of Laws of South Carolina, 1976, relating to education by adding Chapter 136 so as to provide that Coastal Carolina College, a four-year regional branch of the University of South Carolina, shall become Coastal Carolina University on July 1, 1993, and shall be a separate and distinct institution of higher learning of the State of South Carolina, to provide for a Board of Trustees which shall govern the University, to provide for the Board's powers, duties, and functions, to authorize the University to issue revenue bonds, and to provide for certain transitional provisions including the transfer of personnel, assets, liabilities, and bonded indebtedness.
