A JOINT RESOLUTION PROPOSING AN AMENDMENT TO SECTION 8, ARTICLE XVII OF THE CONSTITUTION OF SOUTH CAROLINA, 1895, RELATING TO THE PROHIBITION ON PUBLIC OFFICERS GAMBLING OR BETTING ON GAMES OF CHANCE, SO AS TO PROVIDE THAT THE PROHIBITION APPLIES ONLY TO THE GOVERNOR, CONSTITUTIONAL OFFICERS, AND MEMBERS OF THE GENERAL ASSEMBLY AND APPLIES ALSO TO PARTICIPATION IN LOTTERIES CONDUCTED BY THE STATE OF SOUTH CAROLINA.
