    A Bill to amend Section 59-53-420, Code of Laws of South Carolina, 1976, relating to the powers of the Area Commission for the Berkeley-Charleston-Dorchester Technical Education Center, so as to further provide for the powers of the Commission in regard to the acquisition and use of real and personal property and the manner in which a mortgage on property must be executed.
