    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 59-103-160 so as to enact The English Fluency in Higher Learning Act to require public institutions of higher learning to evaluate their faculties for fluency in the English language, provide certificates as to that fluency, provide for penalties for noncompliance, and confer powers and duties upon the Commission on Higher Education.
