    A Bill to amend Section 56-3-1910, Code of Laws of South Carolina, 1976, relating to issuance of special license tag for handicapped persons, so as to provide that an agency, organization, or facility that transports a handicapped or disabled person may obtain a special license tag for a vehicle designed to transport a handicapped or disabled person and that the agency, organization, or facility does not need to provide a certificate from a licensed physician; and to amend Section 56-3-1960, relating to free parking for handicapped persons, so as to revise the size and placement within the vehicle of the placard, provide for the issuance of a placard to an agency, organization, or facility that transports a handicapped or disabled person, and allow the issuance of a placard for persons temporarily disabled.-amended title
