    A Bill to amend Section 44-41-70, Code of Laws of South Carolina, 1976, relating to certification of hospitals and other facilities for the performance of abortions, so as to require the Department of Health and Environmental Control to promulgate regulations for furnishing proof of age and required guardian or parental relationship prior to performing an abortion upon a person under sixteen years of age and to provide penalties.
