A Bill to make it unlawful for any person who owns and operates a motor vehicle for the purpose of transporting himself or another across the state's boundary to or from employment in this State to operate the vehicle without complying with the registration and licensing provisions of Chapter 3 of Title 56, Code of Laws of South Carolina, 1976; to require an employer to verify that the motor vehicle used to transport his employee to or from the place of employment meets the same registration and licensing provisions; and to, among other things, provide penalties.
