    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 58-12-15 SO AS TO PROVIDE THAT BEGINNING JULY 1, 2005, THE RATES AND OTHER CONSUMER CHARGES OF CABLE TELEVISION COMPANIES OPERATING IN SOUTH CAROLINA SHALL BE APPROVED BY THE PUBLIC SERVICE COMMISSION.
