    A Bill to amend Chapter 63 of Title 44, Code of Laws of South Carolina, 1976, relating to vital statistics, by adding Section 44-63-210 so as to provide that the Department of Health and Environmental Control shall promulgate regulations which provide for the issuance by appropriate authorities of a birth certificate for a fetus which is born dead.
