A Bill to prohibit the entering into or proposal of a plea bargain agreement on behalf of any person charged with a violent crime as defined in Section 16-1-60, Code of Laws of South Carolina, 1976, until the approval of the victim of the crime or of his nearest relative has been obtained and to require the court to ascertain whether such approval has been given.
