    A Bill to amend Article 1, Chapter 11, Title 57, Code of Laws of South Carolina, 1976, relating to general provisions concerning the financial matters of the Department of Highways and Public Transportation, by adding Section 57-11-25 so as to provide that no more than thirty-two million dollars may be appropriated from the State Highway Fund for the operation of the Highway Patrol and provide that any additional funding must be appropriated from the General Fund of the State.
