A House Resolution to amend the Rules of the House by adding Rule 5.21 so as to provide that a brief summary in layman's language of every statewide Bill and Joint Resolution placed on the Calendar for second reading consideration must be attached to the Bill or Joint Resolution and also placed on each member's desk, to provide the persons responsible for preparing this summary, and to provide exceptions.
