    A Bill to amend Article 1, as amended, and Article 5, Chapter 11, Title 11, Code of Laws of South Carolina, 1976, relating to the State Budget System, so as to make changes in procedures used in the budgetary process, to eliminate the use of surplus funds to match funds for miscellaneous purposes, and to prohibit the increase of state employee positions to exceed appropriations limitations.
