    A Bill to amend Section 56-5-6140, Code of Laws of South Carolina, 1976, relating to authorizing the Department of Highways and Public Transportation to mail moving traffic charges against an unemancipated minor to his parent or guardian, so as to delete the reference to an unemancipated minor, to provide for the Section to apply to a person under eighteen years of age, to require the notice to be mailed to the owner of the vehicle, and to delete notice to the parent or guardian.
