    A Bill to amend Chapter 5, Title 56, Code of Laws of South Carolina, 1976, relating to traffic regulation, by adding Article 49 so as to require an occupant of a motor vehicle to wear a properly fastened safety belt when the occupant is at least six years of age but not yet eighteen years of age, to provide exceptions, and to provide penalties for violations.
