    A BILL TO AMEND THE SOUTH CAROLINA CODE OF LAWS BY AMENDING SECTION 24-21-490, RELATING TO COLLECTION AND DISTRIBUTION OF RESTITUTION, SO AS TO PROVIDE THE DEPARTMENT OF PROBATION, PAROLE AND PARDON SERVICES SHALL CONSIDER AN OFFENDER'S ABILITY TO MAKE RESTITUTION WHEN IT DETERMINES THE AMOUNT OF AN OFFENDER'S MONTHLY PAYMENT.
