    A Bill to amend Section 43-5-590, as amended, Code of Laws of South Carolina, 1976, relating to the powers and duties of the South Carolina Department of Social Services in connection with the federally-approved state child support plan, so as to provide that an attorney-client relationship is not created between the Department and the recipient of child support services when an assignment of the right to child support has been given to the State by the recipient of the services.
