    A Bill to amend Chapter 11, Title 8, Code of Laws of South Carolina, 1976, relating to state officers and employees, by adding Article 9 so as to establish a state employee leave-transfer program whereby sick leave or annual leave of an employee of a state agency may be transferred for use by another employee of that agency in cases of personal emergency.
