    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 56-3-1961 so as to provide that, upon verification by the county veterans' affairs officer that the United States Department of Veterans' Affairs has rated a nonservice-connected veteran as entitled to certain benefits, a placard must be issued pursuant to Section 56-3-1960 (free parking for handicapped persons) without the necessity of physician's statement and without fees.
