    A HOUSE RESOLUTION TO AMEND RULE 5.3 OF THE RULES OF THE HOUSE OF REPRESENTATIVES RELATING TO APPROPRIATIONS BILLS, SO AS TO PROVIDE THAT THE CERTIFICATE REQUIRED FROM THE OFFICE OF STATE BUDGET ON APPROPRIATIONS BILLS THAT TOTAL APPROPRIATIONS DO NOT EXCEED ESTIMATED REVENUES MAY COUNT AS REVENUES ONLY THOSE REVENUES PROVIDED IN THE BILL OR PRODUCED FROM REVENUE MEASURES ENACTED AT THE TIME THE CERTIFICATE IS MADE.
