    A BILL TO AMEND SECTION 12-10-85, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE PURPOSE AND USES OF THE STATE RURAL INFRASTRUCTURE FUND, SO AS TO PROVIDE THAT COUNTIES DESIGNATED AS "LEAST DEVELOPED" OR "UNDERDEVELOPED" FOR 2001 ARE CONSIDERED "DISTRESSED" COUNTIES FOR THE YEARS 2002 AND 2003 FOR PURPOSES OF ELIGIBILITY FOR GRANT FUNDS FROM THE STATE RURAL INFRASTRUCTURE FUND.
