    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Sections 5-31-60 and 6-1-60 so as to prohibit an entity supplying water to subscribers from billing the owner of the property for water supplied to lessees of the property who have subscribed for water and who have not paid for the water supplied.
