    A Bill to amend Section 59-21-1030, Code of Laws of South Carolina, 1976, relating to the level of financial effort per pupil required of each school district, so as to define the term "level of financial effort per pupil", to provide that the minimum local financial effort shall also include the noncapital matching requirements of the Education Finance Act, and to revise the manner in which an inflation factor used in the Section is determined.
