    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 57-1-115 so as to provide that before a county or municipality may accept a deed to a road, the county or municipality must allow six months from the date of completion of construction, to provide that any deed to a road accepted by a county or municipality shall be null and void unless the general contractor constructing the road has been paid in full for all work performed in building and improving it, and to provide that the above provisions do not prohibit a county or municipality from pledging a conditional acceptance of deed.
