    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 20-7-1643 and by amending Section 20-7-1670, as amended, relating to who may adopt a child, so as to prohibit the foster care placement or adoption of a child with a person who has been determined to have committed abuse or neglect, who has been convicted of criminal sexual conduct or abuse or neglect, or who is a homosexual or bisexual.
