    A Bill to amend Sections 56-3-1965 and 56-3-1970, Code of Laws of South Carolina, 1976, relating to parking privileges for the handicapped, so as to require counties and state entities having marked parking spaces to designate spaces for handicapped persons and to make it unlawful for persons who are not handicapped to park in parking spaces on private property which are designated for parking by handicapped persons.
