    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 59-139-15 to provide that the State Board of Education shall develop a certification program which shall certify teachers to instruct three-year-old and four-year-old children pursuant to the Early Childhood Development and Academic Assistance Act and other applicable provisions of law.
