    A BILL TO AMEND SECTION 56-3-3310, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO SPECIAL LICENSE PLATES FOR RECIPIENTS OF THE PURPLE HEART, SO AS TO REVISE THE FEE FOR THIS SPECIAL LICENSE PLATE AND TO PROVIDE THAT IF THE DESIGN OF THE LICENSE PLATE IS CHANGED, A ONE-TIME FEE MUST BE PAID.
