    A Bill by the Aiken Delegation to authorize the Aiken County Board of Education, for the 1980-81 tax year only, to levy a maximum of 96.4 mills for the operation of the school district of Aiken County and to specify that the additional 4.4 mills authorized over the 1979-80 levy shall be used exclusively to comply with the requirements of the Education Finance Act of 1977 and to authorize the Board to levy additional mills above the 96.4 mill maximum upon the approval thereof by the qualified electors of the school district in a referendum.-at
