    A BILL TO AMEND SECTION 23-3-450, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO REQUIRING A SEX OFFENDER TO REGISTER WITH A SHERIFF, SO AS TO PROVIDE THAT AN OFFENDER IS NOT CONSIDERED TO HAVE REGISTERED UNTIL HE HAS PAID THE STATUTORILY AUTHORIZED REGISTRATION FEE.
