    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 48-1-82 SO AS TO CODIFY THE WATER QUALITY STANDARD PREVIOUSLY ESTABLISHED BY DEPARTMENT REGULATION AND THEREBY PREVENT THE DEPARTMENT OF HEALTH AND ENVIRONMENTAL CONTROL, IN CERTAIN CIRCUMSTANCES, FROM PERMITTING OR AUTHORIZING THE QUALITY OF SURFACE WATERS TO BE CUMULATIVELY LOWERED MORE THAN 0.1 MG/1 FOR DISSOLVED OXYGEN FROM POINT SOURCES OR OTHER ACTIVITIES.
