A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 16-13-16 so as to make it unlawful for a person to affix the name or signature of a real person without his consent or the name of a fictional person to a written or oral communication or advertisement which seeks to influence the passage or defeat of state or federal legislation or local government ordinances or decisions and to provide penalties for violations.
