    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 59-63-65 so as to authorize the establishment of youth apprenticeship programs in which eleventh or twelfth grade pupils and certain other pupils may participate for secondary credit, to provide that the Department of Education shall establish the standards and criteria for this program, and to provide for the pilot testing of the program in fiscal years 1995 and 1996 with full implementation in all school districts by fiscal year 1997.
