    A Bill to provide for a statewide referendum to be held at the November 1996 General Election on the question of raising the tax on gasoline, motor fuels, and motor carriers by five cents a gallon and to make the provisions of this Act raising the tax contingent upon a favorable majority vote in the referendum; to amend the Code of Laws of South Carolina, 1976, by adding Article 17 to Chapter 27 of Title 12 so as to impose an additional five cents a gallon tax on gasoline, motor fuels, and motor carriers and to provide for the use of the revenue for the construction, improvement, and maintenance of the State Highway System.
