H 4095 General Bill, By Fair and Hayes
    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 12-21-1035 so as to provide for a twenty percent surtax on beer taxes and for its distribution; to amend Section 44-49-40, relating to the powers and duties of the Commission on Alcohol and Drug Abuse pertaining to narcotics and controlled substances, so as to provide for an audit of agencies or organizations implementing county plans for alcohol and drug abuse; and Section 61-5-360, relating to the administration and accounting procedures for the county plans, so as to provide for the county governing body's fiscal control and funding of accounting procedures, for audit guidelines for the audit of fiscal records, and for the audit of local programs.
