    A Bill to amend Title 44, Code of Laws of South Carolina, 1976, by adding Chapter 113 so as to enact the Hospital Rate Setting Commission Act which establishes a Hospital Rate Setting Commission as an agency of state government and to provide for the members of the Commission and its powers and duties; which provides cost bases and that rates charged in health care facilities must be approved by the Commission; and which provides procedures for appeals.
