    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 50-9-835 so as to allow reciprocal agreements between the Department of Wildlife and Marine Resources and the proper authorities of the states of Georgia and North Carolina to allow a blind person to fish in the adjoining state without a nonresident fishing license.
