A Bill to amend the Code of Laws of South Carolina, 1976, by adding Chapter 113 to Title 44 so as to provide for the protection of public health and safety and the environment concerning industrial facilities in which hazardous substances are used, stored, or manufactured; create a system of registration for these facilities; develop a safety report by the owner or operators of these facilities; require accident risk assessment conducted by the owner or operator; provide for oversight committees to review and evaluate the implementation of the risk reduction programs by the facilities and the Department of Health and Environmental Control; and assess the owner or operator, or both, of each facility a fee to enable the Department to administer the program.
