    A Bill to amend Section 12-54-250, Code of Laws of South Carolina, 1976, relating to the authority of the South Carolina Tax Commission to require tax payments in funds immediately available to the State, so as to exempt a manufacturing facility located in a county with a population of less than forty-five thousand and in a municipality within that county with a population of less than seven hundred fifty.
