A Concurrent Resolution memorializing Congress to amend the Budget Enforcement Act of 1991 to allow for transfers of savings in the military account to the domestic budget; to significantly reduce military spending to a level more appropriate to the post Cold War world environment by transferring these savings to meet the social and economic needs of this country; and to develop a mechanism to provide for the timely and orderly conversion from a military to a civilian oriented economy.
