    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Chapter 35 to Title 4 so as to authorize counties to establish special public works improvements districts, to prescribe the procedure for their creation and the purposes for which they may be created, and to authorize the imposition of assessments, the issuance of bonds, and expenditures of revenue for the cost of proposed improvements.
