    A BILL TO AMEND SECTION 6-1-320, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE LIMITATION ON A MILLAGE RATE INCREASE BY A LOCAL GOVERNING BODY, SO AS TO REQUIRE A TWO-THIRDS VOTE OF THE ELECTED MEMBERSHIP OF THE LOCAL GOVERNING BODY, RATHER THAN A POSITIVE MAJORITY VOTE, TO OVERRIDE THE LIMITATION, AND TO CONFORM OTHER PROVISIONS TO REFLECT THE REQUIREMENT OF A TWO-THIRDS VOTE.
