    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 7-19-45 so as to divide the state into six congressional districts beginning with the 1992 General Election based on the United States Census of 1990, to designate the House of Representatives as the submitting authority to make the required submission of the Congressional District Reapportionment Plan contained in this Act to the United States Department of Justice under the Voting Rights Act, to provide certain transitional provisions for those officials representing a Congressional District on a public board, commission, or committee whose residency is transferred to another district by the provisions of Section 7-19-45, and to repeal Section 7-19-40, relating to the current congressional districts of this state subject to certain conditions.
