A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 58-9-255 so as to provide that after December 31, 1994, no telephone utility may impose a long-distance charge for a call between telephones in the same county and to provide that the South Carolina Public Service Commission shall authorize rate adjustments as necessary for telephone utilities to maintain the allowed rate of return following the elimination of these long-distance charges.
