BOWEN, LAKE BLALOCK, AND SPARTANBURG MUNICIPAL RESERVOIR #1 IN SPARTANBURG COUNTY; AND TO REPEAL ACT 465 OF 2002 RELATING TO THE ESTABLISHMENT OF THE SAFETY AND SECURITY DEPARTMENT WITHIN THE COMMISSION OF PUBLIC WORKS FOR THE CITY OF SPARTANBURG.
