    A JOINT RESOLUTION TO PROVIDE THAT ALL FINES RECEIVED BY THE STATE FROM THE FEDERAL GOVERNMENT RELATING TO PLUTONIUM STORAGE AT THE SAVANNAH RIVER SITE MUST BE USED EXCLUSIVELY FOR HIGHWAY, ROAD, AND BRIDGE MAINTENANCE, CONSTRUCTION, AND REPAIR.
