A Concurrent Resolution expressing the deepest sorrow of the members of the General Assembly at the death December 14, 1991, of Trooper First Class David Hunter O'Brien of Charleston and the South Carolina Highway Patrol, extending sympathy to his family and many friends, and requesting the Law Enforcement Division of the Department of Highways and Public Transportation to take the necessary steps to set up a trust in memory of David Hunter O'Brien to provide scholarships for persons desiring to join the ranks of law enforcement.
