    A Bill to amend Section 56-9-60, Code of Laws of South Carolina, 1976, relating to motor vehicle certificates of self-insurance, so as to provide for the Insurance Commission instead of the Department of Highways and Public Transportation to issue a certificate and provide for the Commission's and the Department's requirements if a certificate is cancelled.
