    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, TO ENACT "TIMOTHY'S LAW"; TO AMEND SECTION 56-1-100, RELATING TO THE REQUIREMENT THAT CERTAIN PERSONS MUST SIGN AN APPLICATION OF AN UNEMANCIPATED MINOR FOR A BEGINNER'S PERMIT, INSTRUCTION PERMIT, OR DRIVER'S LICENSE, SO AS TO PROVIDE THAT A FATHER, MOTHER, FOSTER PARENT, OR AN INDIVIDUAL WHO STANDS IN LOCO PARENTIS TO A MINOR IS THE PERSON WHO IS AUTHORIZED TO SIGN THIS APPLICATION.
